All cars do this with a VVT (variable vane turbo). When you lift off whilst on boost, the vanes on the turbo release the built up pressure though the exhaust causing that WHOOO sound. The mufflers and CAT mask this sound, but removing just the rear muffler gives you the same noise without having to remove the CAT or centre silencer. You can do it without removing the muffler if you try and boost up an gradient/incline from stationary, and lift off around 2,000+ rpm in first gear, you'll get the owl noise (albeit quieter than this but still noticeable over the engine noise). It might be a good way to check if you have a VVT without hacking the exhaust (or using google, lol) Not all 1.9 TDI engines have VVTs, and I don't think any of the 2.0 TDI engines do either, I could be wrong.
Yeah. All 2.0 TDIs are VVT. I have an 09 and know this for a fact. But they're not interchangable with the older ones as the exhaust manifold is molded into the turbine housing as one solid piece.

Some do some don't, depends what turbo is fitted. The kkk doesn't but the garret vnt type usually do. Don't think removing the egr would make any difference to the sound but it is definitely a worthwhile mod.
The sound you are hearing is called surge, and is bad for the turbo. Surge is caused by compressed air flowing backwards through the compressor housing. Due to the lack of back pressure in the turbine housing.
1996International444 wastegate flutter will only occur under an open throttle condition. As the wastegate controls the amount of exhaust gas that is delivered to the turbine by bypassing turbine and allowing the excess exhaust gasses to exit though a flap before the turbine. When the throttle plate is closed there is a build up of pressure between the throttle plate and the compressor wheel. This build up is usually released through a blow off valve or bypass valve. Although if there is not enough back pressure on the turbine side it will allow the pressure to flow backwards through the compressor housing and out of the air intake filter. Witch causes a sound very much like the one in this video.
TheSumpBuster A diesel doesn't have a throttle to cause a build up of boost therefor cant really surge unless it has too big of a turbo then it could possibly i don't know for sure. (they do have a "throttle" but its not for rpm control) Also this noise is from the exhaust not the intake my guess the noise is vgt/vnt turbo vanes allowing exhaust past a 100k or something rpm turbine giving that crazy noise
and you say that only u have to do is cut off the cat? you dont have to put nothing else in the down pipe? i mean for the sound "shuuuuu"... sorry about my english! :D
