It depends on what you want to do and what you want to play. The 3DS's library when it comes to exclusives is hands down a lot better, especially since it still has lots of support from Nintendo and third parties. It's a very successful system so as a result there's a lot more exclusive support.
The vita in terms of hardware and features destroys the 2DS/3DS, and it has a huge backlog of ps1 and PSP titles as well as a lot more quality indie titles. But if you are looking for exclusive retail games then that ship has pretty much sailed since sony abandoned the system.
