How do I get it though? It just lets me examine it and says “puppet of Anna” . I can’t take it or anything ??

You have to acquire the spirit summon of Jolán by completing the questline of Count Ymir and give Jolán the Iris of Grace at the end. Then go back to the Puppet of Anna and it should ask you to combine the spirits together, claiming this spirit summon. Jolán and Anna are accessed by interacting with the puppet body of Anna while in the possession of Swordhand of Night Jolán.
