First they introduce hate crimes as something that is merely about punishment, but like she said, the underlying assumption is that it is a crime against a whole community, which in itself is a crime, so sooner or later it just becomes a way to censure everybody. They played those games in a lot of countries, so there is no need to guess here. Next they will introduce laws to make criticism of Islam a hate crime, so blaspheme laws but with a very low bar in the same vein as "believe all women". Now it's believe all Islam.
