It's been a feature since Yakuza 6, but it has never been that detailed

The "feature" as seen in the Dragon Engine games is not really a Photo Mode, it is just a camera, not a "mode" - exactly like you could see in e.g. 2004's GTA San Andreas, you whip the camera and shoot pics around the game world.
This is true Photo Mode.
