The traffic lights should work as 2-phase lights with Traffic Light Enhancement mod with the 'Protected Turns' setting, as long as the two turn ramps are aligned (may need tweaking with MoveIt until the light becomes 2-phase). The same setting as is needed for getting simultaneous turns on a regular SPUI.
