The slowly rising panic combined with the utter disbelieve and astonishment of what the .... is the man doing in front of him is pure gold. Great to see a master at work through the whole scene before it is cut down...

Watching this, knowing Alan hated filming that scene because Atkinson would keep wanting to change this and that, annoying Alan into no end, is pretty amusing. Two iconic actors. Alan's greatly missed.

I feel that Mr Atkinson character is the spirit of Christmas, at the store and at the airport later, and he appears to make people make the right decision. He makes a show with the gift box because it should be given to someone with pride not secretly.
According to the commentaryvwith director, his character was supposed to be an angel, for the very reasons you stated. But much was cut out, including that allusion. (But it makes the call from Gabriel funny.)

He did indeed serve in the role of angel ... and the scene above is REPLETE with religious references, whether the film makers and actors even realise it... Not surprising that the Holy Spirit gets involved in a movie about love, centred around a Nativity Play, and deliberately aimed to be a blow back for all that is right and true against the chaotic evil and deception of 9/11...

As funny as Rowan Atkinson is, that was perhaps my least favorite scene in that whole movie, I know the whole point was to drag on Alan RIckman's character's embarrassment, but that alone is not enough to hold what is a very long scene.
You may have your opinion but I believe the scene was pivotal in showing that Alan’s character cheating would create such uncomfortable situations and that cheating itself isn’t worth it. The fear, the terror, that uncomfortable feeling itself. All would have been very different had the present been for his wife. It’s like a warning call to him which he ignores. In my opinion that’s why this scene is so long. He could have made the choice so many times to simply give up on the idea and walk away yet he didn’t. Until the very end when it was too late.

Apparently, Rufus was supposed to be an angel, it was dropped at some point, i think, before the release of this movie.
I love that Rowan improvised the Gabriel phone call. A nice nod to that idea. Good touch.
