I often wonder who’s measuring because I’ve seen reports say 12 inches with 9 feet dirt lines left on the outside and inside of the houses! How does 12 inches ever leave 9 FOOT dirt ring around a house? Unless they aren’t telling us about rising water tables at the exact same time as the flood, which would cause many to question if it’s not global warming but rather God’s warning!!!
For decades, people who lived along the Mississippi River would suffer floods during the spring thaw and then the spring rains. Finally homes and entire towns were relocated to safer areas. It's nice to live along a stream or river or seashore, but flooding there is inevitable.

Due to it's latitude and topography, large amounts of rain,and snow melt,along with icing of waterways, it can be a challenging place to live at times. This has been the case for a lot of N.E. Downstairs in my rolltop desk,, not sure where. But 50 years ago I read the entire article. If I remember aright, the flood waters in downtown Waterbury reached 26 feet above flood stage, the Winooski River flows through town. Sister and brother-in-law lived in Waterbury for about 20 years. I used to visit often. Bought the newspaper in a box of whatever for 50 cents at a country auction. The flood waters inundated the second floor of most or many of the homes. Survivors perched on the third floors or the roofs of the homes not swept away. Vermont is an interesting case. The flat lands, the valley bottoms, (percentage wise, Vermont has very few valley bottoms) Are ALL the result of beavers and beaver dams since the retreat of the ice sheets. Roads are in the valley bottoms along side the rivers,, normal, normal,,,, because,, those are the only flat places to build. Vermont is mostly vertical. Annnnd winter snows? Preclude roads and driveways up the hills. Now with modern hydraulics, both common and powerful,, some of that is changing. Even to this day, I know of roads that are completely impassable in the spring, "mud season". It is easy and accurate to say flatly, the Ohio and Mississippi flood plains should be strictly agricultural,, there should be zero houses along the river. All residences should be on the high ground. But Vermont? Much harder to do. The high ground is usually quite vertical.

So if you put 8 inches of rain on already saturated soils and there's any contour to the land, that sleepy little brook that's dry most of the year becomes a torrent. surprisingly, water goes downhill. if you live anywhere between the top of the hill and the bottom, you're vulnerable. by your definition, everywhere is now a flood plain. do us a favor. don't live in the flood plain.

There are maps available for the entire US. In short, no one should build in a flood plain, yet millions do,,, because the Feds with the insurance programs will help you rebuild in the same spot. Water front, river front properties used to be the cheapest land available and all the poor people lived in the bottom lands. The Feds got the program going to support all the poor people and in the near century following,, the river front, lake front ocean front became the most valuable properties, because the rich folks could get cheap insurance. It remains, bottom land should be allowed to flood and all be agricultural., so fields can receive the silt as nutrient, the water for spring planting, etc. Build your homes on high ground, your cities on high ground. Yes…when you buy a house you need to know the flooding zones. Living near creeks and rivers will cause flooding. Floods have happened all over the world for millions of years….rain has happened all over the world for millions of years…it’s called Weather…not “climatechange”. When I bought my house I made sure it wasn’t in a flood zone….I live in the highest point of my town and all the creeks in the area are at the bottom….we sometimes have rain storms every day during the summer months and my house and town has never flooded like that. We also have hurricanes often with pouring rain and my area still never floods. This flooding was due to living near creeks that overflowed. You have to be proactive when buying land and buying a home….no one is going to do it for you…you have to make sure you aren’t in an area that could flood in the future. Many towns are built around rivers…and rivers can flood….yet people still keep building their houses near rivers….they do it to themselves.
Anyone that gets a mortgage is going to find out pretty quick if they are in a flood zone because they will be required to have flood insurance. I lived in a flood zone and my house was on pilings as a result and the garage was required to have flood vents. My brother, on the other hand, lives in a concrete slab house that is not in a flood zone, yet his street has flooded twice. The flood last year was called a "100 year flood" based on the history in the area and then the exact same thing happened again this year.
