This was like the only video that actually worked for me. I think it's because people aren't expecting the sound problem to be in the inspector, rather in the face location, but that's not where the blendshapes for the mouth are.
Sadly, this didn't help. I know my problem, but I can't find a work-around. My character's mouth was working fine until I added facial hand gestures. Before they were just toggles. I have worked on another model before and I have both lip sync and hand facial gestures just fine. This one, its one or the other. So not going to INSANE detail of every action I took--I came to find out it was the avatar masking that was the issue in the animation for the avatar. I tried different things including making a controller, but that didn't work. When I turned off the animator did the mouth actually move, but I was stuck in a T-Pose. So I been wandering around trying to figure out a work around. I even went as far as using Goloco for it in the hopes it would work. It did not, same issue. (Side note: I don't care about GoGoLoco, just trying to get my character's mouth to move.) I tried making a new avatar mask, but that failed horribly. I'm still working on it trying to see if there is anything else I can do that I'm missing. I looked around online and a lot of people said there could be an override with the shape keys. Which makes sense in this case, but the only thing to override it is the avatar mask for some reason. No idea.
Oh my god thank you so much this worked with my avatar!! Basically I was experimenting with combining two bases I bought and I know one of the visemes for one was just called VISEMES and I deleted similar named ones in Blender cus I thought I wouldn't need them and they were just empty blendshapes, that was what broke the lip sync fully and I took like a couple hours trying to figure out the problem and then found this video and the problem was so simple, so I went to Blender and just added them back. They were just empty visemes and when I put it in the VRC Avi Descriptor slot it was fully fixed lmao
Thank you, it worked, it's really ridiculous that it should be typed letter-for-letter (I also checked that the working file has the mouth closed on two channels and I repeated it on the target model) +10 karma to you for the whole month :)

Like visual representations of bones? That's in Blender, although I think there's a tool you can use to see bones in Unity, i don't know how
