How can I remove my aluminium hub rings there seized on and I cant change my brake disks

take out the center cap on the front, use a flat head screwdriver at the hub ring and have at it! When installing your next set of hub rings, make sure to use anti-seize.

So hub bolts are safe to mount wheels

Absolutely. If the car requires Lug bolts instead of Lug nuts, sure.
