I really wish for mounts that had the 2-3 generic songs tied to the majority of them were changable with a raido or something (we know they exist since we saw them in Endwalker), but as for mounts that have special music from stuff like EX or Savage fights are the ones I would say you cant change. Just an idea of mine that I wish they would do is all.
The reason they can't is because loading times would take a big hit due to FFXIV's shit coding. Every single mount song possible is loaded every time you go to a area so having too many mounts with different themes causes problems. It won't be fixed.
Funnily enough, if I get less than 3 gemstones during an FC Treasure Hunting session soon from when I'm posting this, I'll sell one for the money for that. The remainder is probably going to go into the FC Bank afterwards
