I agree with you. The entire video was intense, and I kind of suspected that Boogie knew at least where Jesse was, but I was DEFINITELY not prepared for that ending. I think it should've happened because there was a scene where issac used jesses body to heal a scar. So it would've been a lot better and satisfying to dye his hair.
