Today the Black-led Eastern Cape ANC government does not even out this much effort in the development of the Xhosa anymore. The fact is the Transkei was an independent Xhosa homeland before the British annexed it. That was not really a problem as the Transkei was unruly and full of stock thieves and raiders, prior to annexation. The problem arose when instead of granting them independence, the British, in their lack of wisdom, included it into the Union of South Africa. All the Nation Party was attempting was to reverse the bad decisions made by Britain.

The system did not create a Black state next to a white state, instead it created ethnic based satellite states next to a white state. No separation of whites along ethnic lines.
