I always found it hilarious how whenever tensions were getting high between Dukat and Weyoun or Damar and Weyoun you can see in the background the Jem'Hadar moving in ready to take action.
Honestly, I think Weyoun missed Gul Dukat during all of his interactions with Dumar: Dukat would have signed that treaty without hesitation while certain that he could easily get back whatever was signed away once the war was over, without ever once thinking that once the war was over the Dominion would have him disposed of. Dumar wasn't so blind or foolish.

Cardassia had just ended a two decade war with the Federation and effectively lost the war having failed to get what they wanted compounded with the withdrawal from Bajor. The Cardassians wanted to get back at the Federation, to take their territory back and claim territory they wanted from the Federation in the first place. The Breen similarly were greedy and wanted power and expansion which was impossible because the Federation was not a power the Breen could have ever stood a chance against before. What neither side ever understood is that the Founders hate and distrust all solids. They only worked with Cardassia and the Breen because they needed them to defeat the Federation and their allies. If the Dominion won, the Dominion would then turn their forces against the Breen and Cardassia and bring them to their knees where they belong.

As great and utterly fantastic as this series was, I've always felt the writers really dropped the ball with killing off Demar. It should have been Demar who walked into the commander center like a gangsta and had a finale exchange with Weyoune before killing him. Garak doing this just didn't have the same impact if it had been Demar, who would have been the new leader of what was left of Cardassia.
The one time a major character doesn't have plot armor and people complain, lol. That's the point. Sometimes the perfect doesn't happen. Sometimes the hero doesn't live to see their triumph.

With nobody to replace him as leader of the new Cardassia, the resistance's victory over the Dominion felt hollow. If Damar had lived, he and Kira could have taken the first step towards a true and lasting alliance between Cardassia and Bajor.
What does he mean 'Minor' planets? Planets rich in mineral resources? Too bad, Cardassia lacks natural resources within their territory, unlike the Federation, where not only has plentiful abundant resources but have advanced replicator technology that can reuse /recycle those resources
I like to think the Cardassians have a historical or cultural association with those planets. Perhaps they fought hard to conquer them, or they produced prominent Cardassians, none of which the Dominion considers relevant. But to the members of the Cardassian Union, they are part of its identity.
I would say a 'minor' planet would be one that holds little to no strategic value. It produces little to nothing of value, and wouldn't hurt the Union if they lost it - other than the dent to prestige, and the physical size of the Union reducing aha.
I was surprised the dominion never tried to get other races to join them. Like on season 3 finale with the tzenkethi they apparently hate the federation and are at least dangerous enough for the federation to avoid war with them. I'm surprised they never tried to get them again through more manipulations.
The Dominion did work with the Orion Syndicate in secret. Insurrection established that they were allied with the Son'a. They also pretended to be benevolent when they entered the Alpha Quadrant. They kept their treaty with Bajor and gave them a bunch of industrial replicators.

Yeah I tend to agree that Damar's end was pretty dumb and poorly written, but that's basically the last season of DS9 in a nutshell.
