webike Japan has the police handlebar conversion kit, I believe. They are still available.

Does Japanese police women wear suits in a different color then the male counterparts? I have seen a couple of other video”s where men had blue suits.

These red suits are available for these kind of show. It is just the STAGE COSTUME. Not in ordinary duties. Only for women moto cop. And only in Tokyo Metropolitan Prefectural Police division.
The other prefectural police adopts exclusive outfits for these kind of events. But not all of them. Only prefectural areas with regional core cities.
Like Fukuoka, Hiroshima, Oosaka etc. Approximately 10prefs.
