I don't understand how you can build a whole city but have almost no one move in. Shouldn't governments confirm people have purchased homes in the area first before building an entire city no one asked for?

If China wants to they can forcefully relocate people to the city. The fact that they haven't shows that their grip isn't nearly as tight as it used to be. 20 years ago they'd have just loaded people in trucks at gunpoint and moved them. But now they just ask nicely and even state universities refuse.

Shenzhen in Southern China (Guangdong province) had much going for it's growth potential; proximity to (then) free Hong Kong (enabling financial investment from HK to start factories and industrial development), Shenzhen has a sea port, is large, attracted a lot of growth investment in infrastructure, quickly established large retail and educational venues and especially a lot of young Chinese and some foreigners flooded into Shenzhen in the 1980s and 1990s looking for industrial jobs, retail jobs and so on. It was successfully created as a special economic zone by Deng Xiaoping, also the author of the Tiananmen Square Massacre, but I will give him credit for Shenzhen. Shanghai, one of the number one mega cities in China, has long tradition of outlooking trade with the wider world, and is home to the Bund (early twentieth century European hotel and retail buildings along the Yangtze esplanade). This mega port city had the Pudong New Area, another special economic zone announced in 1993 by Deng Xiaoping. It developed (then) free trade, corporation and banking headquarters for the whole of China, rather like Manhattan in New York. What has Xi Jinping's ghost city of Xiong'an New Area built for a ten year project? Expensive empty buildings and empty promises and a colossal waste of capital funding for buildings, not inhabited by people. Where was it built? Not very far from Beijing, but too far it seems. On a flood plain with no sea or river port. Even Canberra (a planned capital city) was far better located. Whoops, seems like Xi Jinping has forgotten that cities are made up of people.
