I had a gourmet coffee shop near me that did this. The 2lb bag of coffee was 2.5x's the price of the 1lb bag of coffee. So not only did you save money by buying the smaller bags, but you also could keep one bag sealed until you needed it and you could get two different flavors. I tried to explain this to the owner ( think man-bun) and he legitimately thought I was trying to confuse him and rip him off.
They sometimes do this on purpose. The price for the small bag is the price they want, and the other one has a markup. You go in for 1 small bag, but since you think you're getting a great deal, you'll get 2 small ones and think you saved some money. For people wanting to get the bigger one, they just make the same ammount, but for people coming in to buy 1 small, they'll actually make an extra sale. This is similar to when you get a discount for bigger quantities, except the other way around. The point is you feel like you've played them/the system.
I worked at walmart that had something like this going, I told them that it's cheaper to buy the smaller version and the managers didn't care, because the smaller version had a special going on while the larger one didn't. This was a non-perishable btw.

In the US, large supermarket chains will often have their prices "market adjusted" to account for the demographics of the area they serve. Prices on the same product will differ store to store. BUT, sales are chain-wide. This has led to my local store frequently having a 2 for $1 sale on an item that is normally 49 cents.

The fact of the matter is, the food industry and pharmaceutical industry own the healthcare system and the FDA. Stop blaming random people for a rigged system where the industries that stand to profit are working together to make you sick and steal your money.
That's pretty much valid for every product out there.
The final product always costs more than the components. If that weren't true, businesses couldn't earn a dime. They would just buy 10$ worth of components to sell you 10$ worth of product, staying at a balance of 0$.
