    Dear NTSB press briefers please repeat all questions asked by the press because most of their questions, if not all, are not picked up by the microphones. I am glad this briefer remembered but I missed the first few questions.

    NTSB remains to be one of the few examples of a competent federal agency
    Edit: surprised this is getting replies. Further thoughts:
    1) no government or its programs will ever be perfect.
    2) you get the government you elect/deserve
    3) almost all of you wouldn’t do a better job if you held a public service position.

      Maybe. The problem from my perspective is that it seems like they are always able to come to a conclusion. Where in my experience, most of the time even for relatively minor issues, there is a lot of uncertainty and dispute on what actually happens. So why do traffic accidents for planes always have such definite causes?

      @@richdobbs6595Typically they are giving their "most likely scenario" based on the evidence. Typically, this evidence includes data from recorders that they've spent decades pushing for, specifically for this purpose. I tend to believe their unique position, as an agency that solely investigates and are not involved in regulation or enforcement, gives them opportunity to focus on as well.

      @@richdobbs6595Because for aviation accidents you get extreme amounts of data. The more points of interest you have, the easier it is to make a route that fits to the cause. It sureley never is 100% correct, but it gets very, very, very close to the actual sequence of events leading to the accident. Look at El Faro. Even though the amount of information was limited, NTSB was still able to make a conclusion that will probably be right 99%+.

      @@richdobbs6595 you could hire a forensic engineering firm to investigate the root cause of your fender bender or whatever but for the same price you could probably just buy a few new cars. on the other hand, ​a 100,000 ton container ship just smashed up a $220,000,000 bridge, blocking the 7th busiest port in the US. the cost of the investigation is probably a drop in the bucket compared to even just the cleanup effort, let alone replacing the bridge, and pays dividends when you can prevent similar accidents in the future.

      Don’t worry, the NTSB is a purely investigative organization with no power to do anything more than write polite letters to congress and corporations, and which almost invariably get ignored.

      It's on us voters to listen and vote for people that who will implement better policies and weed out power seeking incompetent people, but... there's so much of that, so much power hungry grifters to weed.

      @@sonorioftrillthe FAA is what pulls the trigger on the NTSB in terms of flying vehicles. I assume there’s a similar agency that will enforce whatever the NTSB finds.
      Your comment shows how ignorant most people are about agencies. The best ones, like the NTSB, tend to have narrow focus and no enforcement arm.

      ​​​​​ NTSB investigates and makes recommendations based off their findings to prevent or mitigate the likelihood of the event recurring. With, as you say, no enforcement.
      But definitely a useful organization knowing what happened has much value and can help us where feasible turn them into regulation.

    Sunshine Skyway vs. Summit Venture version 2.0, in another month it will have been 44 years since that accident. The thing I'm seeing in the aerial photos is a lack of adequate concrete dolphins to protect the bridge piers from impact.

      Bridge was built in 1976, designed earlier. Probably cargo ships were a lot smaller. I think there are probably a lot more bridges that had adequate strike protection when they were built, that is no longer adequate due to the increased size of the ships.

      @@StrongDreamsWaitHere-- Bridges older than this one which spanned ship channels had fenders to protect the main pylons. An example is the Columbia River bridge in Astoria.

      A VERY big difference in the Sunshine Skyway bridge collapse and this is the Summit Venture was in the middle of a thunderstorm, AND the approach has a narrow turn . VERY easy to get out of sorts....The new bridge has all kinds of bumpers, fenders, islands protecting the supports of the new bridge. People had been sounding alarms about the Skyway for years and years. At first, it was a 2 laner. Then they built an exact replica as the other 2 lanes, making it a 4 lane bridge. I had crossed that bridge when it was 2 lanes HUNDREDS of times. Same for the 4 lanes. I had a motorcycle, and man...let me tell you.... at the peak of the bridge was a steel grating. It was scary as all get out. 35 people died. A bus went over.

      @@jonathanhurley4055 I certainly understand about the steel grating on a motorcycle, as it wasn’t that great driving over it in a car either.
      But before they demolished the remaining span, I did the charity run/ walk over it…they’d put a 12’(?) wide carpet over the grating so people wouldn’t see thru it to water if they were bothered by that.
      I spent a bit of time there looking around and taking pictures.

    Billions of dollars involved here. Plenty of motivation to tamper with the recorders. Why would the confiscation of them immediately conflict in any way with SAR? Neglecting them seems to leave a window for "erasing" to occur. Something we are intimately familiar with in the Boeing case.

    You only have to look at you tube to see the number of large ships crashing into docks and into each other out at sea to realise that this was going to happen sooner rather than later ,

    4:28 - Why is the NTSB not immediately boarding the ship to recover data recorders? Jennifer Homendy made it clear that the Coast Guard is working the rescue and recovery, so why not have NTSB simultaneously and immediately take possession of the ship data recorders?

      No question. My point is the ship data recorders are critical evidence of what happened and those should be secured ASAP by the NTSB to prevent any possibility of loss or tampering.

      The harbor pilots were local, they aren't going to let the VDRs disappear since they will prove the pilots innocent (if it was indeed a power failure).

    And that is: "we'll look at their records, maintenance, get the recorders" and, of course, ..."we'll provide information as we move forward with our investigation..."

    "We are here to investigate an accident..." Accident is a conclusion. Crash or collision are the preferred terms to eliminate bias at the early stages of an investigation. I'm sure that it was a misspeak by the Chairwoman.

    Not boarding the ship yet is odd. I'd think for something of this magnitude you'd want to be on that ship ASAP to lock down all the telemetry/recording devices and start interviewing the crew before they can potentially concoct stories. Also, the rush of certain govt entities (not including the NTSB thankfully) to say it wasn't terrorism, although probably correct, is obviously premature.

    On Dec. 14, 1996, the 734-foot ship “Bright Field” lost control while navigating through the Port of New Orleans, crashing into the Riverwalk.
    The incident, reportedly caused by engine failure and communication issues, left 66 people injured and inflicted approximately $20 million in damages to the shopping mall.

    I have always appreciated the NTSB and their work, although it would be nuce if they could get things done more quickly. One other thing: I think the guy behind Chairman Homendy was assigned to stand there scowling. He does a good job.

    You would think that after the Skyway Bridge collapse in Tampa that this would have been a thing of the past.
    How many more containers ships will smack into bridges until they are either escorted by tugs, or have bridges protected with pylon barriers?

      So, two similar accidents 42 years apart should drive major changes? How many ships have crossed under how many bridges in the intervening 42 years? Terrible accident but not something to drive major changes based on that alone. Material condition of the ship might be a place to look for improvements.

      @@enderw88 Sunshine Skyway Bridge: 1980. Seeber Bridge, May 1993. Big Bayou Canot, September 1993. Queen Isabella Causeway, 2001. Interstate 40 Bridge at Webbers Falls, OK, 2002. Popp's Ferry Bridge, 2009. Francis Scott Key Bridge, 2024. This is not a comprehensive list, just some of the major incidents.
      I don't think it's too much to ask for better protection of bridge support structures in busy shipping lanes, at the very least for those directly adjacent to ship travel.

      The Sunshine Skyway disaster only a few years after this bridge opened certainly should have motivated the authority responsible for this bridge to consider adding orotection for the pylons. The cost of this incident far exceeds what fenders would have cost.

      @@IstasPumaNevada Yes, but there is a difference between more and improved collision protection and more dolphins, something we are already theoretically doing albeit far to gradually, and what that commenter was suggesting with escorting every ship under every bridge in the US with tugs.
      Especially since offhand I know that at least the Bayou Canot, I-40, and Queen Isabella collapses actually were tugs, but then again Bayou Canot wasn’t actually a shipping channel anyway but a side marsh that should never have had major traffic in it but in which a barge got lost and entered so I don’t think anyone would have proactively thought to add barriers.

      It's too early for the press to be asking questions of the NTSB. They investigate what happened. They are not involved in the rescue and body recovery operations.
      There is a ton of info to look at. Within a year the NTSB with have so much info on this it will make your head spin. Have you seen how detailed their reports are?

      NTSB Chair Jennifer Homendy has no lack of photo opportunities (she probably would like many fewer) and if regulators used the fruits of the in depth investigations and fact finding the NTSB final reports provided she would have many fewer simply because their would be many fewer accidents both in the US and indeed throughout the world based on the NTSB's meticulous clearly presented hard work. And anyway in the event Marcel was busy elsewhere with investigation planning - the first steps - putting the multiparty team together.

    Here's what happened. When the power went down the pilot lost steerage as it is a fly by wire system. He then called for full astern. That is the plume of black smoke from the funnel. That was a mistake. When the ship engaged full astern it began what we call a prop walk. The stern moves to port and the bow moves to starboard. There was too much way on the ship to stop before the bridge. It was doing 8kts prior to the power outage and 6kts when it hit. If the pilot had not engaged astern it would have continued on its course through the middle of the span.

      nice dig... but before the final report there are usually smaller ones long before. They gave out proper details on the Boeing drama pretty quickly. When thy knew enough and were sure enough about their evidence that they could not be sued into the ground by Boeing.
      That said, it makes this kind of early press conference a bit pointless.

    The video shows the Container ship losing power, the emergency generator kicking in and the ship blacking out again, striking the bridge? why did the ship lose power, fuel filters clogged, automation blacked it out or poor engineering in the ECR? It doesn't take a rocket scientist to figure out why a ship hit the Key Bridge. All large vessels passing Bridges should have had escort Tugs long before this happened

      She clearly says the NTSB doesn't speculate, they report the facts when they verify them fully.
      You are a genius though, so you only need to watch a 5 min RUclips clip and call it day. Let's just send you in and have report written up within the day. Write you a check and shutdown the NTSB.
      They have already speculated the same or similar, and since they don't offer speculations to the press they do not communicate that to them.

    11:42 what a bad question. "dropping anchor" is a not a magical 1-button press-and-its-done affair. it takes quite of bit of time which would be complicated by the fact THEY HAD NO POWER. Also sometimes it is prohibited to drop anchor do to underwater utilities.

      Well, no. They keep on saying Singapore, but they're only the owners of the ship (think Hertz). It's Maersk who has chartered it, and Synergy Marine Group operate it (crew, logistics, etc.) And to answer your question, the Hanjin Shipping company chartered the Cosco Busan which hit the pillar on the SF Bay Bridge.

      No, and the Bay Bridge wasn't nearly taken out. It was not damaged at all. Only the fender and the ship were damaged. That incident is an example of why you want an energg-absorbing fender around a bridge pylon.

    "Is it good practice to have ships release tugs so early... is the NTSB looking into recommending tugs to be required further out of the channel (into open water, passed any major obstructions)"

      This preliminary news conference is routine for the NTSB. If you don't like the way they operate, you can just wait for the final report to be released. Why waste your time complaining about something you cannot change?

    Question One; How long will it take to clear and partly open the main channel, to large commercial shipping vessels to get the Port of Baltimore open and nearly running normally first?
    Then how long will it take to clear and open all the main channel, of the rest clasped bridge spans framework etc from the waters.
    Once the salvage programme, is given the official go ahead and authorised plus money is made available to pay the civilian contractors, or the US Army Corps of Engineer’s or both?
    Then how much the clearness programme will take and cost, will this included taking down both Concrete entrance and exit dual or triple carriage north and South roadway ramps, plus their supporting reinforced concrete piers and columns too, as they look undamaged?
    Question Two; Who could be responsible for paying for the Baltimore bridge disaster, plus victims or their families reciving compensation?
    As the US President has said Federal Money will be made available, to clear the collapsed bridge and reopen the navigation shipping channel as soon as possible, as well as rebuilding a new bridge as soon as possible too!
    However, what will be the financial economic fallout, of the lost of the Port of Baltimore operations, whether this is for a few days, or a few weeks, or a couple of months?
    That is in the short to medium term within 2024 to April 2025, or the long term over the next five years, or as long as it takes to rebuild a new bridge too?
    Whether on the local area of Baltimore, or across the State of Maryland, or up and down the US Eastern Seaboard, with regards imports and exports too?
    Also will this financial economic fallout, of this Marine Baltimore Bridge and port Disaster, actually cause financial economic fallout, onto the Central United States and Mid West too, or right across the United States to the Western Seaboard States and Ports too?
    Or how much will a new Bridge cost to design and build, plus how long will this take too, one year, three years or five years?
    As well as how much a new bridge and infrastructure cost, including defensive measures to protect a new bridge, from this happening again too?
    Are we talking about Half Billion Dollars, for a new bridge etc, or over Three-Quarters of a Billion Dollars for a new bridge and everything that goes with it too?
    Or over One Billion Dollars for a new bridge, or even over One and Half Billion Dollars, for not just a replacement and new bridge, but a much bigger and better bridge and maybe built elsewhere too?
    Lastly can the Container Ship Owners or operators in Singapore, or their Marine Insurance Providers, be made full accountable, that is financially for the whole of this Marine Baltimore Bridge and port Disaster, plus financial economic fallout it cause and loss of lives too?
    What about the damage to the Container Ship, plus damage to its cargo and containers she was carrying too, or the delay in delivering said cargo too?
    Or compensation to both the Commercial Shipping Vessels, which are trapped in the Port of Baltimore, plus all the cargo in Shipping Containers or vehicles etc.
    All waiting to be loaded on to commercial shipping vessels to be exported from the Port of Baltimore too, will they receive compensation too?
    Or compensation to both the Commercial Shipping Vessels, which are trapped outside the Port of Baltimore, plus all the cargo in Shipping Containers or vehicles etc onboard these Commercial Shipping Vessels too?
    Which are equally all waiting to come in to the port of Baltimore, to be loaded on of these waiting Commercial Shipping Vessels to be imported into the Port of Baltimore and the USA too, will they receive compensation too?
    Or where can they be re-directed to unload their cargo’s and Shipping Containers, somewhere along the US Easter Seaboard, will this all affect International Commercial Shipping Routes and Timetables, affect international trade around the world too?

    Basically the same Navigation Channel IN and Out, of a Port or Harbour, by River or Estuary, or by Shipping Canal or Inland Waterway too, before getting to the open sea and ocean too?
    For all Commercial Shipping Vessels and Naval Vessels too, that is to transit in and out of Ports and Harbour, America and in her Western International Allies own countries too.
    There is now clearly a major vulnerability here, that been exposed by this Marine Baltimore Port and Bridge Disaster or Accident!
    Yes the FBI has rule out and said there was NO Terrorist involvement, in this Marine Baltimore Port and Bridge Disaster or Accident, or any evidence to suggest this either!
    However Sal, it highlighted a clear major or very serious vulnerability, about American and European plus Allies Commercial Shipping Vessels and Naval Vessels too.
    When it comes to any Commercial Shipping Vessels and Naval Vessels, over transiting in and out of Ports and Harbour, by only one Main Navigation Channel.
    Whether in the United States, or in British and European Countries Ports and Harbours, or when visiting Western International Allies own countries Ports and Harbours too.
    If an Enemy or Rouge State with just conventional air, or surface or submarine launched missiles, could drop a bridge over Ports and Harbours only and Main Navigation Channel.
    Or cause a large commercial Shipping Vessel to be sink, in the Ports or Harbours in middle of the Main Navigation Channel into and out of these Ports and Harbours.
    Could easily and totally close down, many American and European Ports and Harbours in opening days of a conflict, stopping reinforces and military supplies getting where they need to be deployed around the world!
    Or International Islamic Terrorists Groups, have already realises the harm the Houtis has and is causing in both the Red Sea and Gulf of Aden, plus are threaten to expand this to the rest of the Indian Ocean too.
    By use of Unmanned Aerial Suicide Drones, or Anti-Ship Missiles, or Surface to Surface Artillery Rockets, or Cruise Missiles, Unmanned Surface Vessels USV’s) or Unmanned Underwater Vehicles (UUV’s) plus the use of Ballistic Missiles too.
    Think of any of these being used by International Islamic Terrorist Groups, to target large Commercial Shipping Vessels and sinking it, while the vessel is cruising through one of these Main Navigation Channels, so closing either an American Port and/or a European Harbour.
    Or targeting a road or rail bridge over and causing it to collapse the bridge to fall into one of these Main Navigation Channels, so closing off an American Port and/or a European Harbour again too.
    It is totally possible, also I would bet some International Islamic Terrorist Group leaders, are now think of trying this or coming up with a plan, to do something like this too.
    After what happen in Moscow, by ISIL terrorists last week too.

    This is the worst episode of 24 ever. A terrorist took the ship over, crashed it into a bridge to distract from their escape, and is now on their way to steal blue crabs and Old Bay Seasoning for some plot twist reason. Meanwhile, Jack Bauer is on his way to find the trail of the suspect only to be called by Kim Bauer and say how she slipped in the tub and twisted her ankle because she heard a noise. That noise - a hit squad of Hamburglar cosplayers after a cache of hidden information in the very apartment Kim Bauer is renting, what are the odds.

    Be sure to grill engineer on when did they switch from port fuel to at sea fuel. That bunkering fuel is heavy, nasty, and billows BLACK. That is what i saw.

      More likely associated with attempting to restart the engines, rather than being connected up with the particular fuel.

      That seems plausible, and switching to bunker oil could be an effort to troubleshoot the original issue if they thought the port fuel or its feed were compromised. Engine seemed to stop again despite the other fuel.. If the root cause were a major mechanical fault in the engine, it would not have restarted, so it really points to a fuel delivery issue, or something related

    Homendy’s qualifications prior to being assigned chair of the NTSB was she holds a automobile driver’s license and a M2 motorcycle license (mopeds, scooters and e-bikes).
    Obviously a political job assignment unrelated to qualifications.

      Homendy has been with the NTSB for some time. I have watched a lot of NTSB briefings and she has done her job well.
      She has other relevant experience before coming to the NTSB. Her bio can be found on the NTSB website.

    Clearly she has nothing to say other than we are not going to board the ship until they have had time to destroy any evidence that might have been useful. Boarding the ship is not going to hinder the search and rescue. Only reason to hold off is to protect someone.

      Also, there is a collapsed bridge sitting on the ship, and the ship is not floating level. NTSB is not a combat agency, and is not interested in putting their people in harms way. It's just not necessary. This is not to say that other agencies have not boarded the vessel. Maybe Coast Guard? Or Port Authority? That would be their job.
      I believe the two pilots might be still on board, and it will be in their own interests to preserve as much evidence as they possibly can.

    This is NO one's Fault but the Port Authorly Pilot and for them This is Criminal for this is not a Accident for that Port Authorly Pilot Should have never been that Close to the Bridge in that Part of the Harbor Port Going Three to Six Times as Fast as they should have been Going in the Daylight with Clear Weather and they Should have Never gotten that Ship that Close to that Part of that Bridge. This is 100% Criminal of the Port Authorly Pilot it is ALL there Fault and Nothing Else or Anyone Else it is ALL 100% Criminal Actions of the Port Authorly Pilot and that is why there making up every Excuse in the Book and Not Talking about Who is responsible for This ALL!! for it only Lays at the Feet of ONE Person the Port Authorly Pilot that was at the Helm They and ONLY they are the ONLY ONE to Blame EVERYTHING ON they done to ALL on there own.
