The harmony during the verse/chorus is Gm7-Ebmaj9-C11, because it's basically a bass line moving over a Bb chord. They did a really interesting arrangement for Shout on the Spotify Landmark performance video. Roland was not playing simply power chords, because you could clearly hear the chord progression I mentioned.
