Make sure the hydraulic levers are down so it's not trying to raise the bucket and I would clean the battery posts and terminals to get a better connection. Hope this helps.
If it turns quick initially and then tightens up could that not be the hydraulic system building pressure and locking it out. Stuck release valve somewhere?

Batteries need clamping down or can cause a fire

Check the water in the big Batteries- could be an empty Cell or more
no batt power battries bad or not charged
all that oil in the engine compartment is blow by , engine needs a rebuild if you want to work this machine
