First, it isn't necessary to put back the electric start. They sell the machines without them, and in fact, many techs actually remove them and sell them separately, and then sell the machines without them.
Second, you are the ONLY person to point out that adjustment screw in the new carb. Years ago I put on a new carb out of desperation and it acted EXACTLY as yours did--with the surging. Believe it or not, online techs told me to clean the carb. A brand new carb! Do they sell them pre-clogged?
Believe me, this Briggs carb and engine are garbage--the way it sounded after you adjusted the screw--that's the best I've ever heard this machine sound (and as you noted, that's not saying much). Anyway, I ordered the carb and will make a last ditch effort to revive my machine. If I can get it to just stop surging, I'll consider that "fixed." Mine sounded like crap from the day I bought it new.

Looks like your original governor spring (right side of spring) was hooked on the black tab wrong. Time stamp 19:26. It was wrapped all the way around the right side of the tab that sticks up, instead of going through the hole in the tab only. Maybe that was your whole problem to begin with. That and the jet that's under the sticker. When you switched the spring over to the new carb on the black tab, you put it on correctly. Just saying, look at the difference of the right side of the spring from 19:26 and 20:25. I didn't understand the part about the hole is supposed to be blocked, you kind of skipped over that part fast. The ball looking thing in the hole.

Interesting, good catch. I probably should have ditched the "ball thing" from the video as I saw someone mention it in their video, and also skipped over it...lol. Thanks Dave.

4000RPM is to fast The B&S R-tek is supposed to run around 3200 to 3500RPM max
Also Google the owners manual! Specs for 2 cycle oil is Toro, Lawnboy ( same as Toro ) or TCW3 outboard motor oil
The oil is formulated for low rpm 2 cycle engine. True fuel with a JASO FD oil is formulated for high RPM engines like weed trimmers and chainsaw
Oil mix on a fixed jet carburetor is critical. More oil = less gas. Less gas = running lean. Running properly there should be virtually no visible smoke. Goog luck!

      Good advice Claude.

True, and MTD and others using the Tecumseh engine recommended it, too. But I ran those engines on standard 2-cycle oil for years with zero problems. If you simply run the machine dry in the spring, there should be no issues. The problem is with the crappy B&S carbs and engine. If you notice, even when they're running "right" they never really give confidence that they're not going to stall out any minute. Mine ran that way from when it was new.

The rpm’s are a bit high, but they can be adjusted by bending the little tab that the butterfly spring is attached to.

@33:54 He goes back to the old carb & takes out the jet hidden under the sticker. I would elaborate that you need to clean out the side holes & the bottom hole with a thin wire from a twist tie. Then squirt carb cleaner in the hole where that jet goes. That hole leads to the idle jets that are inside the carb. When you squirt the carb cleaner, you should see cleaner come out the two tiny holes that are inside the carb. If not, then they are plugged also. Try compressed air to clean out.

Nice video!! I have a 3650. I've changed the plug, new carb and fresh gas but when I start it with the choke on it'll fire then turn off immediately. If i spray liquid fire in the carb it'll stay running. Any ideas?

Maybe the new carb is defective. I bought one once that had a bit of extra plastic in the float bowl which kept the float up. Maybe try loosening the bowl and see if gas comes out the bowl, confirming gas is getting to the bowl. It's got to be gas I would think. Let me know if you solve the problem.

@@woodysgarage469 I got a new one coming today hopefully that solves it. There is gas in the bowl I confirmed that. What grade gas goes in these machines?

Get yourself a tachometer and adjust the governor to get 4000RPM.

Sometimes things don't go as easy as planned. Try it while doing a video.
