Coming in with a straight answer for anyone curious: Jacket won. Due to one important fact..his assassination attempt. If he had died here or even been BEATEN here he would not have been able to get home back in time + would be significally way more damaged, along with messing up some aspects of the story already set on HM2
I see it as two parallel universes. In one, Jacket won the fight and spared Biker (that's why we see him HM2) and keep in mind in this point in the game he's in a coma having hallucinations, so Jacket thinks he killed him. In the other universe that we can see in the HM1 epilogue is the one where Biker won the fight and killed Jacket.

Okay so i talked to my friend sam he played both games and i asked him of biker and jacket and he said if you played both fights you could see that jacket and biker didn't kill each other they injured each other so you would think in jacket's coma he killed biker but in reality he didn't he injured him same goes with biker he might have injured jacket but he didn't kill him and the both escaped
I personally think Jacket beated daf out of Biker (as shown by the scar on HM2), but prefered to let him live. And thats the reason Richet or Richer (dont remeber the name of the guy in the rat mask, long time i dont play), was sent to kill Jacket. He succed (because do, he had a gun. Jacket is elite forces, but aint god), but failed because he survived, them Jacket waked up, went to end Richter and preferred to let him live again. Jacket is too merciful. Or, he was probably having a psicosis when fighting Biker, and thought he killed him, but he actually survived. That's why he appears alive in the second game.
Well jacket is not really an heartless monster and Richter when he said something to jacket before shooting him once in the head (must had grazed his head since he was wearing a mask and Richter shooted once, plus people can if lucky survive headshot) was not in an happy or sadistic tone , but something he was forced to "kill" a fellow citizen to protect her sick mother and to stay alive for her. And at the cops places , in the cell once jacket saw after hearing Richter say that he was also getting the phone calls too did not beat Richter any further nor strangled him to death and leave to do what he think is true revenge...
