I've talked to both Tom King and Ben Percy about this. Ben stopped writing Nightwing because he didn't like or want to go near Ric Grayson. Tom said he had pitched a totally different idea where Red Robin stepped into the shoes of Nightwing while Dick recovered, but DC said no. They wanted to get rid of the name 'Dick'.
Unfortunately that’s fair. Not wanting his name to be Dick. Nightwing is my second favorite superhero. So it becomes weird when people are walking by and they hear me say “Oh I love Dick” I constantly wish his name was different.
The worst part of the Ric Grayson storyline is how it made Tim Seeley leave the book because DiDio and King made a fundamental change to the character without consulting him.
Ric Grayson indeed was a mistake, and thankfully, the Dick Grayson we know and love is back and thriving more than ever. However, it truly saddens me that Dick never got to attend Alfred's funeral since, other than Bruce, Alfred was like a second father to Dick. Im glad they at least addressed his feelings about Alfred's death in the Tom Taylor run, officially making Nightwing a millionaire from all of Alfred's investments, and using it all to better Bludhaven as a city
Amnesia can be done, you mostly need the character in a new setting and to behave in a way that is antithesis of the original character, like if ric became a cat burglar, that would be interesting, or became a villain for a bit. They didn't do that, it was still dick Grayson with a new name, and it had no emotional stakes, cuz we all knew dick wasn't going to keep the new girlfriend or new job.
Tom Taylor also saved Damian from becoming evil (along with Williamson) and is the reason Jon is no longer canon to Saturn Girl, is back with Damian and aged back a year to be 2-3 years apart from Damian. Not the best writer, but can save character(s).
I see it as the Rick personality was sitting at the forfront and while he remembered his life as Nightwing, it was for a short time like seeing another person amd not himself. Itd be scary to wake up one day and start remembering another guy's life and then learning its you.
Well the best way to tell is this Alfred died in City of Bane and afterwards Joker War happens but then after the events of Joker War we go into the current Nightwing run where we learn Alfred gave his will to Dick

Think (not sure if) the Pennyworth RIP occurs in Batman timeline, but City of Bane (Batman issue 75 to 85 with Aflred’s death in issue 77) and Joker War (Batman issues 93 to 105 with Dick return as NW in Batman issue 99) - making Alfred died sometime between before (or after) Ric was a Talon and before Dickie-boy. Anyways, anyone should be go reading Nightwing issue 78 onwards because “Nightwing is Awesome.”
Yeah, both of them would have made for a better character for this Story. For Jason, we can take a glimpse how what he might been light directly after he got resurrected by Raz Al Gool, a version of him where some memories linger but he chose to become someone else. For Damien, it's a similar thing where we can take a look at who he is fundamentally if you take away the training and angst that he was built upon his whole life.

Is it part of the World Breaker Hulk run or something else entirely?

Tom King said the original plan for that story was about Tim becoming Nightwing and helping Dick recover.
Dick was supposed to return in 6-12 issues.
Tom King has said a lot of things recently because he's been trying to walk back and get out of all the dumb decisions he's made.
