Thanks. This video was very informative.
I took a wire basket that is for linen shelf in closet, cut in half, each half set with the cut wires facing up so the box is open from the top, and many thin steel ties holding each half to the rear carrier frame, with corrugated plastic covering all of the boxes, including the open side which is facing outward, and all covered by cheap thin sticky duct tape, including top of the boxes. A thin wooden edge molding was used as sticks strengthening the box in each direction and covering the cut wires on top, all wrapped in tape. Also many thin steel ties holding it all together and to the rack frame. This leaves a large square flat surface on top of the rear rack where another box could be mounted additionally.The first set of these panniers I made lasted 3 years of hauling and they were only covered by cardboard and duct tape.
I don't need them to be removable because they are used for hauling stuff every day.

That sounds very practical - and not easy to remove and steal.

@@BikeGremlinUS removing the old set was time consuming, due to all the steel ties involved, and covered with tape.
Abandoned election signs gave me all the corrugated plastic for the new set.
At least there was some use from the elections. :)
I recently bought a pair of Ortliebs. They're called City-something, and was not very expensive at all. Very high quality and will probably last for decades. However I don't like the fastening system. I prefer the Klickfix that Carradice uses. And the roll close feature is not as practical as I imagined for my use, which is shopping. It can be fiddly getting a bag of groceries into them, and would've prefererad just a normal flap.

Try a Carradice 24L saddle bag, it's a better option than panniers...
Do you think a windshield could reduce wind resistance?
To a degree, at some speeds, probably. However, our "engines" are about 200 W realistically (over a longer period, though we can produce shorter bursts of over 1000 W), so it might not make much of a difference, and it might make things worse at lower speeds with strong cross winds.

Maybe a small sail would be a better idea for long distances on bike without a lot of direction changes.
