Actually in Logan he most definitely does have problems with getting his claws out at 1 point he even even has to use his hand to pull the claw all the way out
In the movie Logan, we can see Wolverine trying to pop out claws since the intro with tha limousine thieves but one of the sticks halfway out and later we see logan draw its claw manually. Even in Logan when he was drunk in the beginning fight, he has trouble getting all of his claws to come all the way out. And here in this Deadpool and Wolverine trailer, he's in a bar drinking.

And I think Jax was lying about what type of serum they were injecting people with I think it was mixed with the blood of mutants and deadpool got wolverine's and that's why we has the healing power like him and his brother sabertooth.
In Logan it was the serum that made it easy for him to keep the claws at one point one of the bad guys even said. Green juice is wearing off going to be hard to keep those claws out soon.
In the movie Logan, Wolverine was suffering from adamantium poisoning. This slowed his healing factor, his body can't heal like it should. Alcohol used to be neutralized as soon as it entered his body. Now, not so much.
