Cloud seeding has been public knowledge for at least 20 years, probably more. You can use the Wayback Machine to look at the Wikipedia article on cloud seeding from 2004 and note the matter-of-fact nature in which they discuss how it's commonly used in developed countries.
Dude, cloud seeding has been a thing since 1946 with Vincent Schaefer and Bernard Vonnegut's work. So, yeah, you missed it becoming 'normal' because it happened more than a half century ago.

It's a very inert substance, it's even used in foods, so it's unlikely to ever cause someone DIRECT harm, but I'm sure releasing tons of it over hundreds of square miles will find some way to have a negative impact

Cloud seeding is an extremely common practice in the world, it is used to "discharge" the clouds in better areas (for example valleys where there is not too much impact of floods) and to prevent hail, for this, various powders are used as nucleation sites for water droplets, that water must come from somewhere, namely from the evaporation water bodies (lakes, oceans, seas, etc.) and in the seeding process, the amounts of powder are used according to a mathematical model, it is possible that the responsible authorities, followed the instruction sheet and did not expect the volume of evaporated water to be this large, so maybe, they put the wrong amount of powder (to much)

Interestingly, I’ve had no less than 3 grown men, on 3 separate occasions, enthusiastically try to convince me to come back with them to Dubai to become a model. I was a lad in my early 20’s at the time, very flattered and very sure I would be trafficked.
That open statement is why I love it. It's a place of true character testing. If you can live there, and be pleased then it shows you're either a monster or realist. The only thing It's good for would be testing radical ideas that might harm areas that aren't the sinkhole of morality. A place for god or causality to show that evil will exist and this is It's danger/power.
Don't mistake cloud seeding with the form of geoengineering which involves injecting particulates into the stratosphere to "manage" solar radiation. Cloud seeding is way down here in the troposphere, and its implications are local or regional.
This isn't to say either of them is a great idea.
I know this is not related to this video exactly, but that "cloud seeding in Dubai" part, reminds me of One Piece's episodes in Arabasta, where the main villain in that arc used something called "Dance Powder", which makes it rain in certain regions where it is spread, but as a consequence, causes severe drought on other regions as it is "stealing" the components that make the rain clouds.
It's crazy how things can be similar in a certain way.

You can literally live in a pigsties (instead of houses) and still be better then them( unless you have slavery and are using civilians(including kids) as expendable meat shields) . That said , it was pretty obvious some muslim countries must have been not that bad .
