Don't know what caused that yellowing and curling, but you must know that jackfruit is very sensitive to fungal infections. Fungicide sprays are very important to keep the tree healthy. Don't use organic liked sulphur or copper, it will hurt the flowering buds. Use hexaconazole or carbendazim with mancozeb.
Depends on the whether the tree is grafted or seedling, it can take from 5 to 25 years to give first fruit. I got my first fruit from this seedling tree at 27 years. My other tree took 8 years.
Fungus infection. You must spray fungicide. Use carbendazim + Mancozeb, Hexaconazole, or Thiophanate Methyl at 2gm per litre and spray twice covering the entire foliage and trunk and branches. Don't use any organic or bio Fungicide, it's marketing rubbish and you will not heal your infections.
Don't know the age of the tree, but seed grown trees are unpredictable. If your tree is young, it will take time to mature. If your tree is old, try paclobutrazol application next year.
