"Built off of Action Gamer’s Super Mario Bros. 3 (Definitive Edition) www.romhacking..., This hack attempts to push the envelope even further and create an even more definitive Mario 3 Experience. Among the changes this version adds to the original hack are:
Various graphical updates (Pipes, enemies, and airship tilesets saw the biggest changes)
The removal of the Athletic theme on the Title Screen
A slightly darker HUD to create a better contrast
Small Mario’s jump now has his own distinct sound effect much like in SMB
Palette fixes (Most notably to the water and sky stages to fix the ugly pipe colors)
Usage of unused sandstone blocks in Desert stages, replacing the wood
And most importantly…
LUIGI!!!
Yes, Luigi now has his own unique graphics for Player 2, taken directly from All Stars.
Use the Super Mario Brothers 3 PRG0 rom as a base, not the Definitive Edition
Note: Future updates will hopefully include brand new title screen music based on the Super Mario All Stars to bring some much-needed music to the title screen. The author chose to remove it because it is the athletic theme, and it felt somewhat off to have level music playing on the title screen, but he totally understands people’s confusion with the decision to remove it.
For those who want the athletic theme removed, go to 0×033563 in the ROM File, and overwrite “A9 90 8D F5 04″ to “EA EA EA EA EA”

Huh... did Tanooki always not override the P-Wing effect, or is that a further part of the improvement hack?

It's been like that since the beginning in the vanilla game. Use a P-Wing before entering a level with a Tanooki Suit room and when you get it, you'll still have the P-Wing effect until you either clear the level or lose the suit/life.
There are not too many levels that have a Tannoki Suit room in the game ( IIRC there are four, being Worlds 4-5, 5-5, 6-3, and the first fortress of World 7)
