I'm finding the Godzilla 90s level impossible! Even if I block the atomic breath does 40+ damage and megaguirus doesn't have much health.

Yeah, that battle is pretty hard. It was largely luck that I was able to win that one, although there are a few tips I could give.
1. Try to stay close to Godzilla, he is more likely to fire his beam if there is distance between you and him.
2. If you have been knocked onto the ground and he is charging his beam, don't use the getup attack unless you are very close to him, as he will fire his beam early before you can strike him.
3. If you are not close enough to stop him before he fires the beam, hide behind the nearest building, if the building is too short you can make Megaguirus land on the ground by holding L2 + Triangle or LT + Y if you are on Xbox.
4. If have been knocked onto ground and there are no buildings to hide behind, don't get up immediately. Wait until he is just about to fire the beam at you and get up by holding the block button, if you time this right the beam will hit you while you have a short moment of invincibility, this won't prevent you from taking all damage from the beam, but you won't be harmed by the initial impact.
