There is no way the local municipality could ever clean all of the drainage grates in one year. Even small cities of 40,000 can have as many as 7000 drainage grates to maintain. If home owners were to clean the ones in front of their own homes it would make a huge difference
At the apartment complex where I used to live, we had a couple of drains right in front of my building. They regularly got clogged, and we'd have to wade out to get to our cars. I started going out after it stopped raining, and sweep the grates free of debris. It's amazing how a few (or a lot of) leaves in the Fall can clog the drainage system, not to mention trash. The maintenance crew finally saw me out there a time or two and, the next thing I knew, they were regularly cleaning the drains and gutters, and so we no longer flooded every time it rained.😁
It would mostly help in either very short rain burst, or after it rains to let it drain. While it's actively going you'd have to clear the drains several times an hour to make a real impact. And yes the City could do it far easier, all they have to use is street sweepers or something similar to them. But instead of cleaning every gutter just drive over the sewer grates, assuming the city can find a way to clearly mark them that isn't just paint on the ground. Paint you can never see once things flood.

Me to! We live in a very rainy city and we actually have an adopt a cache basin program! You sign up and clear the debris! My granddaughter and I will be adopting one in January since I'll be away. I totally LOVE doing it, it's incredibly satisfying! And, at 73, it's great exercise 😊

People tend to show more responsibility and general civic pride around their home as actual home owners vs renter, because they have more invested in being a property owner vs being on borrowed time as a renter. Thank private equity firms for this, and many other, problems tied to the lack of housing that is for sale to the everyday potential homeowners. Home owning is one of the only ways the average working class can build any real equity for retirement.

They do clear the drains. But they have hundreds or even thousands of drains to clear. This guy has only to walk around and find one or two uncleared ones and that is what you see. He does good work, for sure, but it doesn’t mean that the “authorities” aren’t doing their jobs.

The grate's should have a bigger opening. At least to allow leaves to pass. And the bubbles coming up behind I'm isn't a good sign, water is entering under the roadway and is pushing the air out. Eventually will cause voids under the road

In Germany they have a mobile unit that drives around cleaning drain. I think you section it off it could be done.
