I wear them under my waders and incinerator bibs when it gets real cold up here in Wisconsin

Would they be fine to wear on the outside of other layer and not in bibs or waders

I don’t, no wind protection, and aren’t durable as an outer layer. Not recommended.

Is the belt removable ?

Yes, it’s a thin adjustable and removable belt, I normal use my own.
