The bank could easily check the security cameras and see who put the Skimmer on there, but they don't Do that you know why? because they Bank is involved in that.
Oh stop/ Banks lose hundreds of millions a year from this. And banks do not have right to see some stores cameras. the problem is poor prosecution of this.
