those are for blocking the noise the pantographs make at high speed and to break up shockwaves, both to make the train quieter and to prevent the pantograph from disturbing the overhead line too much

The nose is the only thing that is manually activated, the coupling is identical to the shinkansen and ice trains

Because the trucks of high speed train in Japan is so busy, it is efficient to couple trains that run to same destination.
