They were essentially bringing people onboard and wouldn't let them leave the building, they didn't enter until people managed to escape and tell police and give them the layout of the building. If "We screwed up" means a citizen was violated in anyway, charges against the officer or officers should be mandantory. If I was responsible for a situtation where someone was needlessly injured these same cops would be looking to take me into custody. The police must come to believe the same will happen to them, but they currently rely on qualified immunity, which in the purest since is illegal. No-one is above the law! and just like lawyers should be held to the highest standards. Qualified immunity should be the exception, not the normal.
When you watch all the original videos, it becomes fairly obvious that the capitol police were either incompetent or complicit. And when huckleberry shot Ashli, that was murder.

I love how the COMPLETELY edited out the fact that the cameras were being moved around in order to obstruct views of the robot and the package.
