At minimum he should be able to answer behind closed doors to a close committee hearing of cleared Congresspeople.
It’s actually illegal for them to answer questions about anything classified. How many times have we seen on TV, both in the news and in FBI shows, the agent says I can’t confirm or deny an investigation? She and the others doing the questioning already know the answers, but because it’s classified they can’t say anything about it.
