I would STRONGLY recommend to nearly always go for Third Wind at level 1. It empowers your outside-combat self heal. If the enemy has some strong AA heroes, like Greymane or Hanzo, then going Dwarf Block is okay, but be warned that heroes like Tassadar and Lucio suck away the charges very quickly and makes it a very bad talent. The level 1 Stormbolt/Q quest is very bad.
