I honestly prefer smoke bomb. A 60 second cooldown is short enough that you'll have it for any big fight and it enables her to stay in the fight longer and has the potential to allow her to out put more DPS and potentially secure more picks, cloak of shadows is still good but it's for when you shouldn't have picked valeera imo. Once you know how to best utilize smoke bomb you're basically unkillable
