Be it Uttar Pradesh or else where, people started to get jobs and businesses in their home place. So in fact labour is moving out of Mumbai. DEVELOPMENT IS ALL PERVASIVE IN ALL STATES. That’s why Mumbai population keeps expanding through migration. You have to understand that no single factor brings people to Mumbai. It’s a combination of factors, women’s safety while working/traveling at night, finance jobs, nightlife, sea-view, less pollution (compared to Northern cities) etc etc

These buildings have plethora of luxurious amenities with very less residents so the share of maintenance per flat is higher. Also the flats are huge meaning more taxes to b paid. There are poor and rich people all over. Just because someone is struggling for a job doesn't mean other will live like a peasant when he can afford a luxurious life.
