But they don't vote during the referendum? In any case the USA demands 75 percent of the votes in order to consider it a legitimate request representing the population and all that has been garnered for statehood is approx 50 %. The other fifty percent are composed of those who what the island to remain as it is and the minority of those are ones who want independence. With those percentages the only thing that will happen is Puerto Rico remaining as is.

That is the story of many of my island. Many of the people who stay here is because they want to leave a tranquile life and don't have a lot of debts. My husband and I luckily have good jobs and my son is at the university in his first year. We will hang in here and always visit US of course. Puerto Ricans are very family oriented. Tragic stories of my people living in horrible conditions there! However this has been going on for ever in the island. I lived there for two years in the early 90’s and I just couldn’t get over the hump economically and I pretty much had to leave there and go back to the states. So it didn't take Maria to force people to leave the island. The island has seen a shrinkage of population a decade before the life changing hurricane happened. I guess Maria was necessary to allow people to know what was really important and that was and is their well being.
Every year there is a statistical chance of a "maria" type hurricane. Humans have short term memories and think linearly, so they extrapolate into the future, what has happened in the recent past. The likelihood of another major hurricane hitting the island in the next 50 years is probably small. There is no territory in the Caribbean that is as undervalued as Puerto Rico, considering its territorial status with the US and the relative stability which this entails.
You think that the USA which has occupied the island for more than one-hundred years has been there because it undervalues what Puerto Rico can give? That isn't what history shows. What history shows is a systematic exploitation.
