Bridge Safety Fail?

Exploring a spot along the Mashpee River, Cape Cod Massachusetts, I came across the bridge that could use a little more tlc. The ground beneath it is eroded in some spots, and a section of the bridge itself is rotting. It looks like a repair was attempted with just three nails holding a board over the rot - but it just doesn't quite seem like enough to keep people safe.
