For arcade games, yes. Consoles did degraded versions of arcade games back then. Consoles (apart from the Neo Geo MVS/AES ) didn't match arcade fidelity (of their time) till 2000-2010s.

This was an actual comical skit to promote Street Fighter Zero 2 (Alpha 2 in the West). The original video that show the whole skit is currently deleted (or is currently shown in the Japanese region of YT). Basically there are 3 fights: 1st round was Sakura (her skirt was a bit high) Vs. a "perverted version" of Gen in her stage. Most of the round had Sakura performed a Shinku Hadoken via powder which stunned Gen, Gen perform magic tricks which prompted Sakura to knocked him to the background of her stage, where her brother bodied slam him. When Gen was about to use his super, I think Zan'ei, Chun-Li appeared out of nowhere and assisted in which Sakura "won". 2nd round was Sodom Vs. Dhalsim, which was way more sillier, on Sodom's stage. Full of jokes aside, I vaguely remembered what had happened but Sodom won by knocking down Dhalsim's "attempt of Yoga Teleport". Sally, Dhalsim's wife, appeared throwing flowers for Sodom which brought Dhalsim to do the trope of "slapping someone with a Japanese paper fan". Leading the three saying "Gacho!!" (and someone getting hit by a flying object). Then the third fight is this: Chun-Li Vs. Vega/Bison/Dictator, with some discrepancies, since they have the two in Chun-Li's SF2 stage, playing her Alpha 2 theme, and somehow have her do the hilarious version of Spinning Bird Kick at the end of the fight, which wasn't even in Alpha 2 until 3.
RUclips should be like this again, people sharing stuff they've seen with the rest of the world using simple titles. :) This video feels like it was posted between 2005-2007
The reason why the character known as "Bison" is labeled as "Vega" is that in Japan, this character's name is "Vega." In Japan, "Bison" refers to the boxer, and "Balrog" is another character's name. However, when the game was launched overseas, Capcom swapped the names to avoid potential lawsuits from Mike Tyson. Therefore, some character names differ between the Japanese and international versions.
