For me, it's the SF-23. In qualifying, it was within a few tenths from the RB19 most of the times and even got 7 poles. In race pace, they were pretty inconsistent (just as McLaren, Aston and Mercedes) but they were the closest to actually beating RB (Vegas, Singapore, Monza)

I feel like no team between 2 and 5 had a consistently best car over the season. Rather at different points and different races, different cars performed and fell off. Averages though.. between Mercedes and Ferrari. Although for a ⅖ of the season it looked like Aston might have that locked in but that kinda fell away going into mid season. Ferrari looked closest to Red Bull on Saturday but not so much on Sunday for the first part of the season. Mercedes had more consistent race pace, especially on the harder compounds but besides front limited circuits, they weren't ever outstanding in that best of the rest battle. As Aston fell off, I feel like McLaren stepped up and really became 2nd fastest, with a stronger start they almost certainly would have been well clear of Mercedes and Ferrari. Doesn't paint the nicest picture for next season but, its interesting how performance evolved over the season.

Aston Martin failed because they tried to hard and quickly to develop the car that they didn't understand well enough (lets be honest, it's just a redbull copy and they don't know why it works, but it does). Had they not tried to "develop" themselves, they would have finished 2nd in the constructors. Alonso's Q3 laps in Austin and Suzuka, were both slower that Vettel's of last year. That speaks volumes of how much slower the car got and how many points they threw away.

If two cars are near each other in pace then the one with better reliability will do better overall and consequently the better car.

I think one of the main reason people were so hesitant to think that the second fastest car is anything other than the Mercedes is because that it would inadvertently give too much credit to Hamilton for putting it in P3. Discrediting him at every possible chance is very popular nowadays. If Alonso was the one that put the W14 in P3, everyone would instantly assume it's Alonso that made the difference and the W14 was actually the 6th fastest car.

If we average out how each car performed across all 22 tracks, the Mercedes was actually the better car (2nd best) because it was consistently 3rd best, only a few times it was 2nd best, but the other teams were either 2nd or 4th and 5th best or sometimes even below that like McLaren and Aston who basically swapped positions at one point in being at the top of the grid and bottom.
Leclerc had a lot of bad luck this season as well with... guess guess... strategies and reliability. Right from the bat, a 3rd place finish into a DNF in Bahrain xD. And then had an engine penalty in the 2nd race... and a few more shenanigans across the season. Dude can't catch a break.
BTW I count realibility as part of the car package. Since if a car can't finish, then it's not worth much the performance. Mercedes had pretty good reliability all year long aside from Russel at one point in Australia I think.
So yeah, it's only fitting that they finished the season in 2nd on the constructors.

I think to make a good overview think you need to check more who is having the best car. You can have a ton of 2nd fastest (3rd in real) that would add up. At certain races: McLaren
In my opinion I would say Mercedes was the 2nd best overall, and the championship finished just like it should... With Ferrari being the 4th car at the beggining and catching up, McLaren also catching up after being one of the worst teams to be at certain points the 2nd faster, and Aston Martin downfaling at the end, when only Alonso could extract more than the car was capable.
