Pretty weird to publish this in 2017, to be honest. Clearly this is older content... it's sad looking back at this, all those nice animations, glass effects, etc, that you point out, all of it was gone just a few years after Windows 7 released.
Windows used to take some pride in the desktop operating system, if you ever want a good example, take a dive down the rabbit hole of how the dwm handles composition of the aero glass theme, it's actually very intricately fine tuned stuff - then Windows decided tablets and hybrids were all the rage, and started chasing the fisher price aesthetic. Next thing you know they also abandon the "stable release" model and basically every "feature update" has bugs in it, down to typos and capitalisation errors, there is no polish any more and the end user doubles up as the beta tester, nice....
