When it comes to politics, it's not really that odd. The sanctions are against specific units with a history of abusing civilians etc. When you set up sanctions like that, you're putting your "ally" in a very sticky situation. Essentially, you're setting up a foundation that you can use to legitimately bail on said ally if, for example, you find that they're continuing to fund the sanctioned units with aid you supplied using some round about method. Also, to be fair, when was the last time the US even bothered to go this route in the past. The fact that we're doing it now is a sign that we're losing our patience with how Netanyahu is handling things and have begun to set up some potential exit strategies should the problems persist.
