Mine was the same, but after years of owning my car, I noticed something was stuck to the sidewall, like it was glued. I ripped it off, and it was the dang bracket. I guess even the previous owner didn't even know because the filter was just laying in there.

I worked in the Plant where these were the Chargers were made. I never thought to "borrow" one for one to put in my 2006 Charger.
