Loriot was an extremely intelligent person who was very good with language. There is no such thing at all today. Even I, as an Austrian, could laugh at him. But I think this subtle humor is lost with the translation.
The point of the the joke was, that after 4 years of training the dog to speak german, the teacher Dr. Sommer learned how to understand/speak the language of the dog, which is implied at the end, when the dog made 'Oooooooooouuuoooooooohh!' and Dr. Sommer translated it as a famous german tongue-twister.

The dog's rhetoric needs to be understood between the lines. It can be so easy. 🥳 🇩🇪

Loriot's humour is meant to hit close to home. He makes fun of the absurdities of life and humans but unlike most comedians, he doesn’t overdo it. He exaggerates only a little, never too much for people to recognise themselves in his skits. The subtlety of his humour (he was a perfectionist) is the reason people love him so much.
Also funny: the posh and formal language of the interviewer who is in this unbearable situation but has to make the best of it and the easygoing northern accent of the guest.
The dogs owner dialect is typical northern german for example Hamburg and all the way up to the border to danmark... Take care

Your reaction is very funny. An American tries to understand German comedy from the 60is, where they have even a certain north German accent, speaking in a twisted, but polite way, what was typical for the generation in that time.
It would be so nice if you could do a reaction video of "Weihnachten bei Hoppenstedts", a series of christmas-related sketches fron Loriot (since it's the season), but unfortunately they are not to be found on RUclips anymore.
Dog is in german Hund. But in english,hound' exists, and Mastiff type dogs are in german called , Doggen '. Note in the Sketch, the dogowner speaks in lowgerman dialect.
