It would require two-thirds of both houses of Congress and three-fourths of the states to ratify. If the Democrats get Congress and the Presidency again, it would be better to add members to the Supreme Court instead of trying impeachment.
The number of justices should be tied to the number of districts. That way any future additions would have to be justified by the need for dividing up and creating another federal district.
Biden has said he is opposed to changing the number of justices. Just like he doesn't want to get rid of the Senate fillibuster. There will be no significant changes to the system under a conservative Democrat who has benefitted so much from the system.
