Sounds like he is defending corruptions. the government wants to investigate corruption, the question of how it's been funded should not be the question. he should be the first person to investigate for corruption.

I get the point he is making: if it is an individual who is paying for and selecting the committee, then you need to be concerned about the corruption status of that individual and the people in his community. He is saying that whenever there is money involved you must be concerned about corruption. I think it’s a valid point, but the investigation still must be conducted. The president must do his best to select incorruptible individuals who had always pointed to corruption as a societal ill. It should be done by members of the military who are vetted to be strong against corruption. They would get their same salaries, but enough power to investigate even the generals, the judges, the police chief and the politicians. This is why there can be great benefits from a good coup and why many west African governments fight so hard to discredit the AES even though they are loved by their citizens. Look at how Traore was able to handle corruption in B’Faso: he was able to clean house of known corrupt officials, limit salaries and set penalties for people found to engage in any form of corruption. So I am not sure this new president will have enough power to eliminate corruption, but he still must handle it the best he could. It is important in order to have economic stability and to make the money work for all the people.

To me, he said that a rich miner could set up this department and use it to falsely accuse people who won’t take his bribes. Now you take the bribes cause you don’t want the hassle and they own you.
