If you consider GT an alternate timeline then yes, what KaTsumi says is true. If you consider the timeline to be a continuation than A) GT goku would be more powerful than SSJB goku IF they took away their God Ki (considering you don't see SSG or SSB in GT) B) Vegeta will be the major change.
But... Goku Black/Zamasu aren't in the GT timeline. So, there would be no Goku Black Arc. That aside, if you Followed Future Trunks into the GT timeline: Trunk's hair would have stayed pinkish. Rose Black wouldn't be a thing, so it'd just be SSJ4 Goku Black. Uh... Vegeta being a side character. No Mai/Trunks romance. If you Followed the Story of Super, but without Trunks: Xeno would have been called in earlier and we all wouldn't be confused about Spirit Bomb Sword and Blue Rage SS or w.e... But no one would have come back to warn everyone... it just wouldnt have happened Time Travel: Don't Do It.
Okay, so I just binged the entire Good Boy 21 playlist this week. Good stuff, but near the end I realized you had Goku Black’s Time Ring pull him back to the past in Part 10 AND Part 11. When I realized that I thought I had a stroke. :-P My only guess is that Goku Black was SO disgusted with the concept of GB-21 that he forced himself back in the past twice just to fight the bug man. It’s kind of a shame too, since I would’ve loved to have seen how events payed out from part 10 without the revelation that Bulma still had Perfect Cell’s time machine. Oh well. It’s still a fun WI, Masako, and I do love how “out there” it gets (never let anyone tell you that the Perfect Dabura arc was “too fanficy,” it spiced this WI up). Got my fingers crossed for bug man worlds to collide in the T.O.P.!

Personally, I think Cell should have a lot of zenkais from all the breat down he got from Black. Half his DNA is Sayjin. With Freiza and King Cold, in him, I think he should be able to go super as well. Mainly because I don't consider super as a transformation so much as an energy state. Perfect should mean able to grow and overcome anything. Capping that seems to be imperfect.
What if Zamasu was given a chance to redeem himself? The specific details are that Beerus, Whis, and Goku get there a little bit earlier than in the canon, so Zamasu hasn't begun his attempt yet. They call him out, and Gowasu asks him if it's true. Zamasu, realizing he's between a rock and a hard place, admits that he has had the thought. They agree to let Zamasu off, since he hasn't even begun the attempt, but Beerus, Gowasu, and the GoD of U10 (forgot his name) keep a very close eye on him, just to make sure he holds true to his promise of going through "Kai rehab". The main question is this: How does this affect the Goku Black arc and the Tournament of Power?
I really hope that we will be able to see a Demon Ki 21 in this what if. You did say the power laid dormant in him and learning how to master it could be an oh so horrifying thing for the Gods to see in the exhibition match. Like when Goku went SSB against Toppo but instead all the gods would sense the sinister ki exuded by 21, wondering how a being could exist.
I hope that before or during the Tournament of Power, Good Boy 21 develops a power up form. Everything he's combined with has some sort of transformation, so if he were to study the principles behind Super Saiyan, Roshi's super buff mode, Super Namekian Growth, and maybe Kaio-Ken and God Ki he could go into a power up form that would put him on track with maybe becoming a new G.O.D. and take over for Beerus eventually?

Honestly, I think your additions to the story throughout this What If have been excellent. Too many times have I seen versions where the addition of one baddie to team Good-Guys has more or less flattened any threat presented by any villains later in the tale. the only plot hole i had with this arc was that during the cell saga, it was stated that cell was too big to fit in the machine in his first form let alone his final form.

Not sure if that would even be possible. Being absorbed would mean a deconstruction of a physical body but Zamasu is immortal and therefore cannot be destroyed. It probably wouldn't work.

Hey masako, I know this probably isn’t a good place to pitch this, but I thought of 2 what if’s involving Cooler that would be very interesting, would love to get your take on them... the easiest one would be what if cooler accompanied king cold and freeza to earth. The second, what if cooler had captured goku a pod escaping planet vegeta (perhaps a what if goku has been raised by cooler, perhaps not, your the what if master, I leave that to you to figure out). A third optional what if would be what if cell had gotten dna from cooler instead of freeza, now that one could be good... hope to hell you get this, love the what ifs! Also is there another goku q&a in the works?
Since they didn't need Zeno to erase universe Zamasu and there's no second Zeno to keep main Zeno company, what happends when Goku comes back without keeping his promise of bringing back a better play friend then him to Zeno?

When you mentioned the Cell in Trunks' time, I was kind of hoping for a swerve. Perhaps Trunks didn't destroy Imperfect Cell as completely and he was able to regenerate from a single cell, however, still not powerful enough to take on Trunks. Since he would be found out, he would have to hide and try to absorb people discretely which doesn't allow for the same power jump as the original timeline's Cell. When 21 would go to the Future Timeline he would meet Future Cell and be convinced to do Namekian fusion in order to gain an edge over Goku Black. Now you have an Evil Cell and Dabura in 21's head possibly affecting his actions.
Hold on... On the last part, didn't 21 (Cell) stay behind in case Black decided to attack the present timeline while Goku, Vegeta and Trunks went to the future? And they came back to train with 21 seeing that as their best course?

It's been a while since I watched the previous parts, but I believe he did a little bit of retconning to Part 10 in Part 11.
With Perfect Dabura we just wanted something new, as telling the same story billions of times can be kinda mundane. ;)

Since they didn't need Zeno to erase universe Zamasu and there's no second Zeno to keep main Zeno company, what happends when Goku comes back without keeping his promise of bringing back a better play friend then him to Zeno?

When you mentioned the Cell in Trunks' time, I was kind of hoping for a swerve. Perhaps Trunks didn't destroy Imperfect Cell as completely and he was able to regenerate from a single cell, however, still not powerful enough to take on Trunks. Since he would be found out, he would have to hide and try to absorb people discretely which doesn't allow for the same power jump as the original timeline's Cell. When 21 would go to the Future Timeline he would meet Future Cell and be convinced to do Namekian fusion in order to gain an edge over Goku Black. Now you have an Evil Cell and Dabura in 21's head possibly affecting his actions.
