The voltage readings on the non running speeds is normal, as the windings act as an auto transformer which will increase the voltage. The current would be the important value, as the current draw on the non active speeds should be close to zero.

The wattage used by the heating coils is correct 8 A times 125 V is approximately 1000 watts so that the coil is working fine
Those are induced phantom voltages. Analog meter would read zero as it will pull some amps for needle coil

Motors act like an auto transformer. The windings are connected internally. That's why you're seeing a higher voltage on different tabs
I never seen a motor do that good to know crazy
